President Rodrigo Duterte has signed into law Republic Act No. 116481, raising the minimum age of sexual consent from 12 years old to 16 years old.
Under the newly-signed law, which amends the Anti-Rape Act of 1997, if an adult has sexual intercourse with a person under 16 years old, it will now be considered statutory rape.
Moreover, minors engaging in consensual sexual activity, as long as their age difference is not more than three years, and the sexual act is non-abusive and non-exploitative, will not face any criminal liability. The exemption would only be applied if the victim is under 13 years old.
