The Department of Labor and Employment (DOLE) is considering the suggestion of employers for the government to subsidize the 13th month pay of their employees, Secretary Silvestre Bello said Wednesday.
“Iko-consider ko rin yung sinabi ng employer na baka pakiusapan ko na lang si Sec. Dominguez ng Finance, partner ko si Secretary Lopez ng DTI (Department of Trade and Industry), lambingin namin si Secretary, baka pumayag kayo i-subsidize natin yung mga employers,” Bello told Teleradyo.
According to Bello, employers are willing to give 13th month pay to their employees, but businesses are operating at a loss due to the pandemic.
“They’re willing to pay pero hindi nila kaya. Mahina talaga ang negosyo,” he said.
“Ang gusto ng mga workers bayaran sila ng 13th month pay dahil yun ang nakasaad sa PD (Presidential Decree),” the labor secretary added.
PD 581 mandates the 13th month pay of employees, which is 1/12 of their basic salary in a year.
The palace has earlier said that 13th month pay cannot be deferred, even amid the pandemic, unless the law is amended.
“The law has not been amended. That is the law. That is a mandatory provision of the Labor Code,” Presidential Spokesperson Harry Roque said. “Pabayaan po nating pag-aralan ng DOLE. Pero sa aking tingin, hanggang magkaroon ng bagong batas ay baka hindi po iyan pupuwedeng ma-defer.”
